We Are The Best Education and Training Institution in Lesotho

The Institute of Development Management (IDM) was originally established in 1974 as a regional institution through a collaborative partnership between Botswana, Lesotho, and Eswatini, with the core mandate of providing Training, Research, and Consultancy services. While the tripartite arrangement has since evolved, IDM continues to uphold strong relations and collaboration among the three countries through shared initiatives such as sports activities, graduation ceremonies, and other institutional engagements that promote regional cooperation and integration.

In response to the growing demand for dynamic education and training opportunities, and in line with Sustainable Development Goal 4 on quality education, IDM has expanded its academic offerings to include long-term programmes catering for both school leavers and in-service professionals through various modes of delivery.

Today, IDM Lesotho is recognized by the Council on Higher Education as a public institution of higher learning in Lesotho. The Institute offers programmes under three faculties, namely Human Resource Management and Organisational Development, Public Health Management, and Business Information and Resource Management. Qualifications offered range from Certificates to Post Graduate Diploma.
List of Former IDM Country Directors

1. Mofo Seheri ( 1980) Mr. Seheri was a notable figure in Lesotho’s public service and political landscape during the mid-20s. He held significant positions within the government including serving as the permanent Secretary in the Ministry of Education. His influence extended to the international arena where he was elected as member of UNESCO’s Executive Board, eventually becoming its Vice-Chancellor. He also acted at personal secretary to King MoshoeshoeII ( founding father of IDM). It is through this association that he eventually headed IDM. In June 1980, He was appointed African Director at IDM
2. Thomas Makase Mr. Thomas Makase was a prominent government employee in Lesotho in the 1970s, In one of his roles, he was nominated by the Government of Lesotho to attend courses at the Institute of Public Service at the University of Connecticut(USA). This Nomination was part of a programme aimed at enhancing the skills of influential government officials to contribute to Lesotho’s development. Through these acquired skills, he was able to make lasting contributions during his tenure at IDM.
3. Selometsi Baholo ( 1986) Mr. Baholo was a notable figure in Lesotho’s Political landscape, serving as Deputy Prime Minister from 1968- 1970. Mr. Selometsi Baholo became instrumental in the building of IDM hostels in 1992 and was officially opened by Hon. Ntsukunyane Mphaya on the 20th October 1995. Mr Baholo moved on in his career and joint the Government of the day an was appointed as Minister of Finance.


4. Dr. Mamphono Khaketla (1996 – 2001) Dr. Mamphono Khaketla first joint IDM as Country Director in 1996, she was later promoted to the position of Regional Director (RD). After leaving the institution, Dr. Mamphono joint the Lesotho Government and served as Minister of Finance. Khaketla Holds a PhD in mathematics education from University of Wisconsin in 1991. In 2002, Prime Minister Pakalitha Mosisili appointed Khaketla as a senator, she subsequently held several positions including Minister of Communications, Science and Technology, Minister of Education and Training, Minister of Finance.

5. Khoai Matete (2003) Mr. Matete served at IDM country Director in the early 2000’s. His academic background includes qualifications from University of Pretoria and Njala University in Sierra Leone. He has served as Vice President for Finance of Lesotho Lawn Tennis Association in 2002. He is a professional with diverse skill sets in strategic planning, monitoring and evaluation and performance management. Through these skills he served firstly as consultant to IDM and other private organizations where he contributed profoundly in their development before heralding into the position of Country Director.

6. Mr. Tlohang Sekhamane( 1998-2000) Mr. Sekhamane’s career began in education as principal of Mapholaneng High School in Mokhotlong District. He later served as Assistant Private Secretary to King MoshoeshoeII from 1986-1990. His has extensive experience in education, public service and politics. Mr. Tlohang Sekhamane was first appointed as consultant (HRM) and later promoted as Country Director(CD). This was a period of Student Exchange programmes across Campuses(Botswana, Lesotho and Eswatini). He contributed in increasing vehicle fleet at the institution. After leaving IDM, Mr Sekhamane Joint the Lesotho Government where he served under various leadership portfolios, currently he is serving as Speaker of Parliament in the National Assembly.


7. Ms. Mamotseare Mphutlane, (2008) Ms. Mamotseare Mphutlane joint IDM in 2008, previously, she had served at the United Nations in 1998 as a Speaker where amongst others represented Lesotho in programme of Action of the International Conference on Population and Development. She became instrumental in infrastructural development for the campus including installation of a sustainable fencing, property maintenance and refurbishment of Hostels. In 2012, she served as the Principal Secretary in the Ministry of Finance and Development Planning acting as Lesotho’s National Contact Point for Southern African Development Community(SADC).


8. Ms. Liteboho Maqalika Lerotholi (2015) Ms. Liteboho Lerotholi is a seasoned educational administrator with credentials including B.A. Education(NUL), Msc. Education(University of Sussex-UK), Advanced Diploma in Educational Planning( Paris, France). She began her educational career as high school teacher at Chabatsane Secondary School then later St. Agnes High School before joining Ministry of Education where she served as Inspector of Schools. She further served as Deputy Rector(LCE) before becoming appointed as Country Director (IDM) During Ms. Liteboho Maqalika Lerotholi’s tenure, IDM received accreditation of four (4) programmes namely: - Diploma in Business Management - Diploma in Public Relations - Diploma in Community Development - Diploma in Marketing These programmes were attended during weekends (Saturdays and Sundays). Due to introduction of these programmes, IDM was able to generate enough revenue to a point Whereby staff would receive bonuses. During her tenure, there was purchasing of two (2) vehicles Fortuner and Corolla, including purchasing of Hostel Beds. Moreover, other franchise programmes were Diploma in Health and Safety and Project Management through ICM. Ms Liteboho then moved to National University of Lesotho where she serves as Registrar.


9. Ms. Limakatso Mosese ( 2010) Ms. Mosese first Joint IDM as a consultant under Human Resource Management(HRM). Though her astute work ethic and dedication, she transitioned into the position of Country Director. As an Human Resource (HR) practitioner, she enforced compliance of business processes including policies and procedures as well guidelines. Accountability of work through constant reporting was the order of the day and upholding of the IDM brand reigned supreme.

10. Dr Retselisitsoe Nko( 2018-2021) Dr. Retselisitsoe Nko Joint IDM in November 2018. During his Tenure at the institution that span over 3 years, The campus enjoyed improvements in infrastructure, mainly classrooms and Mantsebo Building as well as Health practical labs under the Public Health Management Department. Moreover, the campus saw improvement of course programmes such as Emergency Medical Care(EMC) which is run in collaboration with Boitekanelo College from Botswana. The student community through the SRC office became more active and engaging with the management in propelling the mandate to student-management collaborations in pursuit of driving the Student Union trajectory. Moreover, IDM witnessed increases in industry collaborations in forms of MoUs. i.e Lesotho Correctional Service, Lesotho Défense Force, BAM Group to name a few.

11. Dr. Moeketsi Letele(2022-2023) Dr. Moeketsi Letele Joint IDM in March 2022. As a poised and seasoned individual in the education sector having previously served under the executive management of Council of Higher Education (CHE), and also as a Board Member of National Man-Power Development Secretariat, he embodied a culture of perfection and professionalism. ‘To do things the rightful way’ as his slogan would say. During his tenure that lasted one year and six months, the campus enjoyed improvement of Course offerings including the first ever Post Graduate level programme of Project Management marking a commendable milestone for Lesotho Campus. Moreover, IDM enjoyed improvements in industry collaborations though MoUs during his brief term in office such as Limkwokwing University of Technology and also forging way for more industry collaborations such as University of the Free- State, (UFS).
